UPDATED (within the hour of posting): My Yahoo! Toolbar just reloaded successfully (happened on it's own with no help from me). Notably it contains a button that I was trying out a few days ago and lacks the button that it replaced. I had dropped the button I was trying and reinstated the original in its place. So it would appear that my current toolbar configuration is days old. Maybe Y! is restoring from a back up of the database? This would also explain the rolling downtime and recovery that users are reporting.
